The Ops Leader's Guide to Vendor Evaluation and Tech Stack Consolidation

The tech stack problem is not a technology problem

Most revenue teams do not have a tool shortage. They have a tool surplus with an integration deficit.

The average B2B company uses over 120 SaaS tools across the organization. Revenue teams specifically tend to accumulate 15-25 tools across sales, marketing, CS, and operations. Each tool was purchased with good intentions, often by different teams at different times solving different problems. The result is a stack that looks reasonable when viewed one vendor at a time but creates significant operational drag when viewed as a system.

Salesforce's State of Sales research found that 94% of sales organizations plan to consolidate their tech stack in the next 12 months. The intent is there. What most teams lack is a framework for deciding what to keep, what to replace, what to consolidate, and what to cut, without making the problem worse in the process.

This post provides that framework. It is written for the ops leader who owns or influences technology decisions across the revenue organization: VP of RevOps, Director of Sales Ops, Head of Marketing Ops, or the CRO who has realized that the stack is creating as many problems as it solves. If you are responsible for the tech stack that sits between your CRM and GTM execution, this is the evaluation methodology that should precede any vendor conversation.


Why consolidation efforts fail

Before the framework, it is worth understanding why most tech stack consolidation projects stall or backfire.

Consolidation without audit

The most common failure is skipping the current-state assessment. A VP of Sales decides "we have too many tools" and cancels three contracts. Two months later, the team discovers that one of those tools was the only thing preventing leads from sitting in a queue for 72 hours, because it handled an integration that nobody documented.

Every consolidation effort starts with an audit. Not a tool inventory (though that is step one) but a functional audit: what does each tool actually do in your workflow, who depends on it, and what breaks if it disappears. The CRM data audit checklist covers the data side of this assessment, but the functional audit extends to every tool in the stack.

Replacing complexity with different complexity

Consolidation often means replacing three specialized tools with one platform that claims to do everything. The new platform does 70% of what each specialized tool did, but the 30% it does not do was the reason each specialized tool was purchased in the first place.

The result: the team now uses the platform for the common functionality and builds workarounds (spreadsheets, manual processes, Zapier automations) for the gaps. You have not reduced complexity. You have moved it from visible (multiple tools) to invisible (undocumented workarounds).

No integration architecture

Buying the right tools in isolation does not create a functioning stack. A CRM, a routing tool, a territory planning tool, and an enrichment provider only work together if the integrations between them are designed, tested, and maintained. Research from MuleSoft has found that integration challenges are the number one barrier to digital transformation, with organizations spending an average of $3.5 million annually on custom integrations.

Most vendor evaluations focus on feature checklists. The integrations between tools deserve equal weight, because that is where data flows either work or break.


The vendor evaluation framework

This framework applies to any revenue technology purchase, whether you are evaluating a CRM, a routing tool, a territory planning platform, an enrichment provider, or a sales engagement platform. The categories shift, but the evaluation architecture stays the same.

Step 1: Define the functional requirement, not the tool category

Start with the problem you are solving, not the category of tool you think you need.

"We need a lead routing tool" is a tool category. "Leads take 48 hours to reach a rep because assignment is manual, and we need that under 5 minutes with routing rules based on territory, segment, and capacity" is a functional requirement. The first sends you to G2 to compare vendors. The second tells you exactly what the solution must do, which might be a dedicated routing tool, a CRM workflow, or a feature in a platform you already own.

Functional requirements should be specific and measurable:

  • What happens today: Current process, current pain, current cost (time, revenue, or both)
  • What needs to happen: Specific outcome with measurable criteria
  • What constraints exist: Budget, timeline, integration requirements, team capacity for implementation
  • Who is affected: Which teams use the output, who maintains the system, who is accountable for results

This step eliminates the most wasteful part of most vendor evaluations: evaluating tools that solve a slightly different problem than the one you actually have.

Step 2: Map your current stack and integration dependencies

Before evaluating any new vendor, document your existing stack with enough detail to make informed decisions.

For each tool, capture:

  • Function: What it does in your workflow (not what the vendor says it does, what your team actually uses it for)
  • Owner: Who manages the tool, who configures it, who troubleshoots when it breaks
  • Users: How many people use it, how frequently, and for what specific tasks
  • Integrations: What data flows in and out, which other tools depend on it, what happens if the integration breaks
  • Contract terms: Annual cost, renewal date, contract length, cancellation terms
  • Adoption rate: Percentage of intended users who actually use the tool regularly

The integration map is the most critical output. Draw the data flows between your tools. Where does lead data originate? How does it move from marketing automation to CRM to routing to assignment? Where does enrichment data enter? Where do handoffs happen between lifecycle stages?

This map will reveal two things: redundancies (multiple tools doing the same thing) and critical dependencies (one tool that everything else relies on). Both inform your consolidation strategy.

Step 3: Evaluate vendors against functional requirements

With requirements defined and your current state mapped, you can evaluate vendors with precision instead of guesswork.

A production-grade vendor evaluation scores candidates across six dimensions:

1. Functional fit (40% weight)

Does the tool solve the specific problem you defined in Step 1? Not "does it have a feature called X" but "can it execute the specific workflow we need at our scale with our data structure?"

The best way to test this is a structured proof of concept. Not a demo with the vendor's sample data. A POC with your data, your workflows, your edge cases. If a routing tool cannot handle your actual lead volume, territory structure, and assignment rules in a POC, it will not handle them in production.

2. Integration depth (25% weight)

Integration is not a binary (it integrates with Salesforce or it does not). Integration depth matters: does it read and write to the right objects? Does it sync in real time or batch? Does it handle custom fields and custom objects? Can it trigger workflows in your CRM based on events in the vendor's system?

Ask vendors for a technical integration document, not a marketing page listing logos. The question is not "do you integrate with HubSpot?" It is "can you read custom properties on the contact object and write routing decisions back to a custom field in real time?"

Most CRM migration failures trace back to integration assumptions that were never validated during evaluation.

3. Total cost of ownership (15% weight)

License cost is the number vendors want you to compare. TCO is the number that matters. Total cost includes:

  • License fees (per user, per record, per feature tier)
  • Implementation cost (vendor professional services, internal team time, consultant fees)
  • Integration cost (middleware, custom development, ongoing maintenance)
  • Training cost (initial onboarding plus ongoing enablement for new hires)
  • Opportunity cost (what your team cannot do while implementing this tool)

A $50K/year tool that requires $30K in implementation and $15K in annual integration maintenance is a $95K first-year investment. Compare that against a $70K/year tool that integrates natively with your stack and requires minimal implementation. The "cheaper" tool is actually more expensive.

4. Scalability (10% weight)

Evaluate the tool against your 18-month plan, not your current state. If you plan to grow from 20 reps to 60 reps, does the pricing model scale linearly or does it jump at tier thresholds? If you plan to add a second product line, can the territory model handle multi-product territories?

Ask vendors about their largest customers in your segment. If their biggest customer has 50 reps and you plan to have 200, you are on the edge of their capability, and you will feel it.

5. Vendor viability (5% weight)

For tools that will hold critical data or sit in the middle of critical workflows, vendor stability matters. A startup with 18 months of runway and 20 customers creates risk that an established vendor does not. This does not mean you should only buy from large vendors. It means you should ask: what happens to our data and workflows if this vendor gets acquired, pivots, or shuts down?

Look for data portability (can you export everything via API?), contractual protections (data return clauses), and integration architecture that does not create vendor lock-in.

6. Implementation and support (5% weight)

How long does implementation take? What resources does the vendor provide versus what your team must do? What does ongoing support look like: dedicated CSM, ticket-based support, community forums?

The best evaluation criterion for support is reference calls with customers at your stage and scale, not vendor-provided references. Ask specific questions: How long did implementation actually take versus the estimate? What broke in the first 90 days? How responsive was support when something went wrong?


The consolidation methodology

Vendor evaluation helps you choose the right tools. Consolidation helps you remove the wrong ones. These are related but distinct disciplines.

Identify the consolidation candidates

Using your stack audit from Step 2, flag tools that meet any of these criteria:

  • Low adoption: Less than 40% of intended users are active. If the team is not using it, it is not solving the problem it was purchased for.
  • Redundant function: Two or more tools serve the same function. This is common with enrichment (multiple providers enriching overlapping data sets) and sales engagement (reps using both the company tool and their own preferred tool).
  • Integration orphan: A tool that does not connect to your core systems and requires manual data transfer. Every manual transfer is a data quality risk.
  • Expired need: The tool was purchased to solve a problem that no longer exists. Maybe you bought a scheduling tool before your CRM added native scheduling. Maybe you bought a standalone analytics tool before your BI platform covered the same reports.

Sequence the consolidation

Do not cancel everything at once. Sequence consolidation based on risk and dependency:

Phase 1: Remove unused tools. These are the easiest wins. If nobody is using the tool, cancel the contract. Check integration dependencies first (sometimes an unused tool still pushes data to another system), but generally these are safe to remove.

Phase 2: Consolidate redundant tools. Pick the stronger tool, migrate users and workflows, then sunset the weaker one. Allow 60-90 days for migration so that teams can adjust and edge cases surface before you cut the old tool off.

Phase 3: Replace underperforming tools. These require the full vendor evaluation framework above. You are not just removing a tool; you are selecting a replacement, implementing it, and migrating the team. Plan for 90-180 days depending on complexity.

Phase 4: Address integration gaps. Once the stack is rationalized, invest in the integration layer. This might mean middleware (Workato, Tray.io), native integrations between your core tools, or custom development for workflows that no platform handles natively.

Measure consolidation success

Consolidation is not measured by how many tools you removed. It is measured by operational outcomes:

  • Data consistency: Are the same metrics reporting the same numbers across tools? Does pipeline in your CRM match pipeline in your BI tool?
  • Process velocity: Has speed to lead improved? Have handoff times between marketing and sales decreased?
  • Team efficiency: Are reps spending less time on tool administration and more time on selling? Is ops spending less time on integration maintenance?
  • Total spend: Has your per-rep technology cost decreased while capabilities remained the same or improved?

Track these metrics quarterly. Technology drift happens quickly: a "consolidated" stack can start accumulating new point solutions within six months if the governance process is not in place.


Building the evaluation into your operating cadence

Vendor evaluation should not be a crisis response ("we need to cut budget") or an annual event ("it is planning season"). It should be a continuous operating discipline with defined triggers and cadence.

Quarterly tech stack review

Build a quarterly review into your QBR cadence. The review covers:

  • Adoption trends: Which tools are seeing declining usage? Which are being adopted faster than expected?
  • Integration health: Are data flows working? Are there new manual processes that indicate an integration gap?
  • Contract calendar: Which renewals are coming up in the next 90 days? Which require evaluation before auto-renewal?
  • New requirements: Have business changes (new product, new segment, new team) created functional needs that the current stack does not serve?

Evaluation triggers

Beyond the quarterly cadence, specific events should trigger a vendor evaluation:

  • Contract renewal within 90 days: Never auto-renew without reviewing adoption, performance, and alternatives
  • Team scaling beyond current tier: When headcount growth pushes you into a higher pricing tier, evaluate whether the cost increase is justified
  • New functional requirement: When a business need arises that the current stack cannot serve, define the requirement (Step 1) before shopping for tools
  • Integration failure: When a tool repeatedly causes data quality issues or workflow breaks, evaluate whether the tool or the integration architecture needs to change
  • Vendor change: When a vendor gets acquired, raises prices significantly, or deprioritizes your use case, begin evaluation immediately rather than waiting for renewal

Governance: who decides

Technology decisions in revenue organizations are often made by the person who feels the pain most acutely, which leads to department-specific tool purchases that create stack fragmentation.

Establish a technology governance model:

  • Tier 1 decisions (CRM, core data platform, primary MAP): Cross-functional evaluation committee led by RevOps. Requires CFO and CRO sign-off.
  • Tier 2 decisions (routing, territory, enrichment, sales engagement): RevOps-led evaluation with input from the primary user team. Requires VP-level sign-off.
  • Tier 3 decisions (point solutions, add-ons, trial tools): Team-level decision with RevOps notification. Must meet integration requirements and not duplicate existing functionality.

This governance model does not slow down purchasing. It prevents the stack from fragmenting in ways that create technical debt and operational drag for years.


The integration-first mindset

The single biggest shift ops leaders can make in vendor evaluation is moving from feature-first to integration-first thinking.

A tool with 100 features and poor integration with your core systems creates data silos, manual workarounds, and reporting blind spots. A tool with 60 features and deep, real-time integration with your CRM, MAP, and routing engine creates a connected system where data flows and processes execute without manual intervention.

Every vendor will tell you they integrate with your stack. The questions that reveal the truth:

  • Can your integration handle our custom objects and custom fields, or only standard objects?
  • Is the sync real-time, near-real-time, or batch? How frequently does batch sync run?
  • What happens when the integration fails? Is there error logging, retry logic, and alerting?
  • Can we build custom workflows that span both your system and our CRM?
  • What is your API rate limit, and will it support our data volume?

The answers to these questions matter more than any feature demo. Features determine what a tool can do in isolation. Integration determines what a tool can do as part of your revenue operations system.


From evaluation to execution

Vendor evaluation is a decision-making framework. The harder work is implementation: migrating data, configuring workflows, training teams, and monitoring adoption. The best evaluation in the world does not help if the implementation is rushed, under-resourced, or disconnected from the operational processes the tool supports.

Build implementation planning into your evaluation process, not after it. Before you sign a contract, you should know: who is implementing, what the timeline is, what the success metrics are, and what the rollback plan is if the tool does not perform as expected.
